映画をみていたので中国の戸籍制度を知る

どこの国の政府も、思い通りに政策を実施できないようだ。3月16日に閉会した全国人民代表大会（全人代）で、温家宝首相は、発展から取り残された農村部への財政支出を大幅に増やし、都市部との格差縮小を推進し、いわゆる｢三農問題｣解決を最優先課題にすることを強調した。

しかし、人口7割を占める農民の生活改善の障害となっている戸籍制度の改革は、またもや、先送りされた。広州市の代表が現行制度を廃止し、統一戸籍法の制定を求める意見書を提出した際、賛同の声が多く聞かれたという。 中国政府も「戸籍制度見直しに向け、研究を進めたい」（公安省）としている。

｢都市住民｣と｢農民｣を二分化し、戸籍の移動を基本的に認めない現行の戸籍法は、経済発展にともない90年代以降、農村から都市へ出てきた出稼ぎ者は、都市において足元を見られ、｢都市住民｣と差別されて、劣悪な雇用条件のもとで働いている。

中国の農村人口は約8億人で、このうち約2億人が都市への出稼ぎ者とされる。1958年に制定された現行の戸籍制度では、出稼ぎ者が都市に定住しても農村戸籍は維持され、都市の医療、義務教育、社会保障制度を受ける権利がない。結婚や就職などでも差別されているという。

中国の農村の状況については、1987年中国の映画監督として、中国を代表して作品「紅いコーリャン」を出展し、ベルリン国際映画祭で初めてグランプリを受賞した張藝謀（チャン・イーモウ）の作品に詳しい。｢菊豆｣、「紅夢」、「秋菊の物語」などは、いずれも中国の農村を舞台にして撮った映画である。
