今年は、奴隷貿易廃止法200周年です

昨3月25日で、英国植民地での奴隷貿易を廃止する法律が成立（1807年）して200周年を迎えたという『解説記事“「負の歴史」向き合う機運”欧州総局・小松浩氏、3月3日付け毎日新聞東京朝刊』を読んだ。

そのなかで、ブレア首相が昨年11月に反省の言葉「深い悲しみ」を表明したと知り、非常に驚いた。200年前の法律を、現在に持ち出してきて、過去の過ちを正式に認める。アングロサクソンの性格の一面を見たような気がする。

ブレア首相の遺憾表明を受けて、英国では本年いっぱい数多くの記念行事が予定されているという。さらに、奴隷貿易で中核的役割を果たした英国の「負の歴史」を学校で正しく教えようとの動きも出てきているという。かたや、200年どころか、5、60年以内の出来事さえも正視しようとしない国もある。

それにしても、過ちを謝罪しようが、しまいが、奴隷貿易は罪深い犯罪である。現在、アフリカの多くの国々が貧困に喘いでいるのは、奴隷貿易によって、基本的な生産手段を完璧に破壊されたからである。

アフリカ黒人をカリブ海の島や北米大陸に移送する奴隷貿易は16世紀から19世紀まで300年以上に及び、1000万から1200万人（1500万人とも）の黒人奴隷が売られていったという。人類史上最大規模の犯罪である。

奴隷貿易は、単に物理的に人々を国外に連れ去っただけに止まらず、ひいては植民地主義を助長し、その結果、アフリカの国土を自由勝手に分割し、優れた固有の文化を根こそぎ破壊し、何よりも、人間の誇りを奪った。

アフリカでいくつかの国の指導者が、国民の安寧を疎かにして、私腹を肥やすことに汲々としているのは、本来の民族の矜持を忘却しているからではないでしょうか。
