おめでとう！京都市「眺望景観創生条例」可決

京都新聞の報道によれば、京都市の2月定例市議会は13日、最終本会議を開き、京都らしい景観の保全と創造に向けた新景観政策の導入に伴う「市眺望景観創生条例」など関連６条例や新政策の周知徹底などを市に求める与党会派の決議案を全会一致で可決した。

おめでとうございます。

新景観政策は条例制定を受け、市都市計画審議会で高さ規制の基準の変更を諮ったのち、約5カ月間の周知期間を経て、9月1日から導入されることが決まった。

よしよし。

今議会は、京都市の景観施策を抜本的に見直す新景観政策が最大の焦点になり、高さやデザイン規制の強化で影響が出る業界団体やマンション住民から反対の声が上がる一方、市議会与党会派からも異論が出た。市は昨年11月に公表した素案を修正したり、議会への説得を強め、最終的に各会派が賛成する形で意見集約した。

今後、建築物の高さが中心市街地の「田の字」地区で最高45メートル（15階建て相当）から31メートル（10階建て相当）に、地区内の職住共存地区も31メートルから15メートル（5階建て相当）、堀川通など幹線道路の沿道なども高さ規制が強化される。

実施は、もう一つの仕事。

地域特性に応じてデザイン基準も細かく設定される。世界遺産の14社寺を含む38カ所に「視点場」を設け、眺望や借景保全のため建築物の高さやデザインを規制。風致地区も金閣寺や仁和寺など世界遺産周辺など10所にも広げる。屋外広告物も地域に応じて広告面積基準を見直し、屋上看板や点滅式照明は全面禁止になる。

関連条例の可決を受けて、桝本頼兼市長は「50年後、100年後を見据え、世界に誇る歴史都市・京都の優れた景観を保全、再生し、未来に伝えていくもので、市会の決議も重く受け止め、職員一丸となって実現を図っていく」とのコメントを発表した。

関連して読売新聞によると、新規制を上回る高さのビルやマンションは、約1800棟。施行後は、建て替え時に現状より低くする必要が出てくるほか、禁止対象になる既存の看板、広告は７年以内に撤去を求められる。

以上、長い引用になったが、世界に冠たる観光都市・京都市においてさえも、今ごろになって、高さ制限が、地域によって、31メートル（10階建て相当）、15メートル（5階建て相当）への抑制の新条例が制定されたのかと、正直なところ、意外である。

ここで、あるフランス人の指摘を思い出す。日本人は、身辺に、美しい日本庭園や、神社仏閣などに取り囲まれていながら、こと景観の美に関しては、からきし無頓着である。彼が考えたあげくの結論は、日本人は美に敏感だが、醜には鈍感であると。

景観美を左右するのは、なにも高さ規制だけでない。デザイン規制も重要である。今後は、もっと徹底して、トータルの町並み景観規制も研究していただきたい。欧州で、一般的になっているのが、古いホテルを建て直す場合、ホテルのファサード（正面玄関の壁面）を原状のままに残すように法令で定められていることである。建築コストは、真っ新に建てるより、大いに嵩むが、みんなが従っている。
