映画をみていたので中国の戸籍制度を知る

どこの国の政府も、思い通りに政策を実施できないようだ。3月16日に閉会した全国人民代表大会（全人代）で、温家宝首相は、発展から取り残された農村部への財政支出を大幅に増やし、都市部との格差縮小を推進し、いわゆる｢三農問題｣解決を最優先課題にすることを強調した。

しかし、人口7割を占める農民の生活改善の障害となっている戸籍制度の改革は、またもや、先送りされた。広州市の代表が現行制度を廃止し、統一戸籍法の制定を求める意見書を提出した際、賛同の声が多く聞かれたという。 中国政府も「戸籍制度見直しに向け、研究を進めたい」（公安省）としている。

｢都市住民｣と｢農民｣を二分化し、戸籍の移動を基本的に認めない現行の戸籍法は、経済発展にともない90年代以降、農村から都市へ出てきた出稼ぎ者は、都市において足元を見られ、｢都市住民｣と差別されて、劣悪な雇用条件のもとで働いている。

中国の農村人口は約8億人で、このうち約2億人が都市への出稼ぎ者とされる。1958年に制定された現行の戸籍制度では、出稼ぎ者が都市に定住しても農村戸籍は維持され、都市の医療、義務教育、社会保障制度を受ける権利がない。結婚や就職などでも差別されているという。

中国の農村の状況については、1987年中国の映画監督として、中国を代表して作品「紅いコーリャン」を出展し、ベルリン国際映画祭で初めてグランプリを受賞した張藝謀（チャン・イーモウ）の作品に詳しい。｢菊豆｣、「紅夢」、「秋菊の物語」などは、いずれも中国の農村を舞台にして撮った映画である。

決闘、二十歳で倒れたエヴァリスト・ガロアよ、好きだ

ミリオンセラー『国家の品格』ですっかり有名になってしまった藤原正彦さんは、ほんらい数学者で、書き物もよくし、数学者の視点から綴ったアメリカ体験記『若き数学者のアメリカ』で78年の日本エッセイスト賞を受賞している。

著書のうち、『遥かなるケンブリッジ』、『父の威厳　数学者の意地』、『心は孤独な数学者』（以上、新潮文庫）、『古風堂々数学者』（講談社）など、数学者のイメージが強い本の方が、より好きだ。私は、数学者にミリオンセラーは似合わないと、いう偏見を抱いている。

『天才の栄光と挫折―数学者列伝』は9人の数学者をとりあげているが紀行文ともいえる。ニュートンの母校ケンブリッジ大学トリニティ・コレッジでは、ニュートン時代の建築家クリストファー・レン設計になる図書館を訪れる。

関越自動車道を練馬で入り80キロほど走ると、信越道と上越道の分岐点、藤岡に着く。関孝和の生誕地である。市役所を訊ね、そこで郷土史家のＳ氏に会って、『藤岡町史』から資料をもらう。

パリでは、少し奢ってルーブル美術舘そばの三ツ星ホテルに泊ったのに、翌日の朝食時、態度最悪のウエイトレスに立腹する。セルフサービスの食堂で、藤原さんが窓際に坐ろうとすると、窓から最も遠く離れ衝立で仕切られた最も暗い空間に命令口調で坐れと言われる。団体客ではないと抗議しても頑として聞き入れてくれない。泣き寝入りの日本人がいくらいたことか。

午後、ソルボンヌ大学を見ようと思って、地下鉄に乗って行ってみたが、中には入れず、外を一周して帰ろうとしたら、突如、ルイ・ル・グラン高等学校の正面に出た。ガロアの出身校である。数学者でなくても憧れているのに、一人の数学者がガロアに憧れる度合いは、それはもうメガトン級でしょう。藤原さんは、一気に興奮する。

オーギュスト・ガロアの数学における貢献度については、私には判るはずもないが、大天才が、二十歳の若さで、ある女性の名誉を守るため、決闘で死ぬなんて、そんな運命があっていいのかと、天を恨む（決闘の原因には、他に謀略説などもあるが、私は信じたくない）。

1832年5月30日早朝、ガロアは、短銃による決闘で瀕死の重傷を負い、そのまま放置され、農夫により発見されて、病院にかつぎこまれた。急を聞いて駆けつけた弟に、｢泣くな、二十歳で死ぬにはありったけの勇気がいるものだよ｣と言って慰めた。翌朝、腹膜炎を起こし絶命した。遺体はモンパルナスの共同墓地に埋められた。

天才の峰が高ければ高いほど、谷底も深い。栄光が輝かしくあればあるほど、底知れぬ孤独や挫折や失意に見舞われている。この世にいて天国と地獄をみた人、普通の人より人間臭い人間が、そこにはいました。

おめでとう！京都市「眺望景観創生条例」可決

京都新聞の報道によれば、京都市の2月定例市議会は13日、最終本会議を開き、京都らしい景観の保全と創造に向けた新景観政策の導入に伴う「市眺望景観創生条例」など関連６条例や新政策の周知徹底などを市に求める与党会派の決議案を全会一致で可決した。

おめでとうございます。

新景観政策は条例制定を受け、市都市計画審議会で高さ規制の基準の変更を諮ったのち、約5カ月間の周知期間を経て、9月1日から導入されることが決まった。

よしよし。

今議会は、京都市の景観施策を抜本的に見直す新景観政策が最大の焦点になり、高さやデザイン規制の強化で影響が出る業界団体やマンション住民から反対の声が上がる一方、市議会与党会派からも異論が出た。市は昨年11月に公表した素案を修正したり、議会への説得を強め、最終的に各会派が賛成する形で意見集約した。

調停のご苦労をお察しします。

今後、建築物の高さが中心市街地の「田の字」地区で最高45メートル（15階建て相当）から31メートル（10階建て相当）に、地区内の職住共存地区も31メートルから15メートル（5階建て相当）、堀川通など幹線道路の沿道なども高さ規制が強化される。

実施は、もう一つの仕事。

地域特性に応じてデザイン基準も細かく設定される。世界遺産の14社寺を含む38カ所に「視点場」を設け、眺望や借景保全のため建築物の高さやデザインを規制。風致地区も金閣寺や仁和寺など世界遺産周辺など10所にも広げる。屋外広告物も地域に応じて広告面積基準を見直し、屋上看板や点滅式照明は全面禁止になる。

関連条例の可決を受けて、桝本頼兼市長は「50年後、100年後を見据え、世界に誇る歴史都市・京都の優れた景観を保全、再生し、未来に伝えていくもので、市会の決議も重く受け止め、職員一丸となって実現を図っていく」とのコメントを発表した。

関連して読売新聞によると、新規制を上回る高さのビルやマンションは、約1800棟。施行後は、建て替え時に現状より低くする必要が出てくるほか、禁止対象になる既存の看板、広告は７年以内に撤去を求められる。

以上、長い引用になったが、世界に冠たる観光都市・京都市においてさえも、今ごろになって、高さ制限が、地域によって、31メートル（10階建て相当）、15メートル（5階建て相当）への抑制の新条例が制定されたのかと、正直なところ、意外である。

ここで、あるフランス人の指摘を思い出す。日本人は、身辺に、美しい日本庭園や、神社仏閣などに取り囲まれていながら、こと景観の美に関しては、からきし無頓着である。彼が考えたあげくの結論は、日本人は美に敏感だが、醜には鈍感であると。

景観美を左右するのは、なにも高さ規制だけでない。デザイン規制も重要である。今後は、もっと徹底して、トータルの町並み景観規制も研究していただきたい。欧州で、一般的になっているのが、古いホテルを建て直す場合、ホテルのファサード（正面玄関の壁面）を原状のままに残すように法令で定められていることである。建築コストは、真っ新に建てるより、大いに嵩むが、みんなが従っている。

大酒呑みの十返舎一九の生き方

自分は、自分の酒好きを、どこかで後しろめたく思っているので、誰々さんが酒呑みと分かると、いっぺんにその人が好きになってしまう悪い癖がある。その意味で、『東海道中膝栗毛』で知られる戯作者、十返舎一九は大好きである。売れっ子で相当に原稿料を稼いだのに、大酒呑みがわざわいして、一生、貧乏暮らしをした。

一九は明和2年（1765）、駿府（静岡市）で生まれ、父は町同心という下級武士の出身。若いころ、江戸に出て小田切土佐守に仕え、土佐守が大阪町奉行就任にしたがって大阪に赴いた。しかし、間もなく辞職し、大阪の材木屋の婿になったが、さっそく大酒呑みの本領をあらわし、しかも、家業そっちのけで、諸芸能に熱を上げた。これでは、離縁されるのも無理はない。

とはいっても、大阪での道楽はただの遊びではなかった。本来、一九は、好奇心が旺盛で、多才だった。絵や書をよくし、志野派の香道の師匠になろうとしたり、近松与七の名で浄瑠璃の台本を書いたりした。

寛政６年（1794）、30歳のとき、江戸へ舞い戻る。地本問屋（いまでいう出版社）の蔦谷重三郎方へころげこむ。最初は下働きをしていたが、おのずと文才、絵心を認められ、翌年、黄表紙『心学時計草』を書き、自分で挿絵をつけて、蔦谷から出した。

これが、一九の処女作で、好評だったため、つぎつぎに作品を書いて出版した。しかし、それほど売れず、暮らしは貧しいかぎり。このころ、日本橋堀留長町の町屋へ婿として入ったが、数年後、ここでも、離縁されている。大酒呑み、吉原通いが、またもや離縁の原因である。

享和２年（1802）、38歳のとき、滑稽本『東海道中膝栗毛』があたり、一躍人気作家となる。この作品は息の長い大ベストセラーとなり、一九の懐には、相当な潤稿料（原稿料）が入り、屋敷を買うこともできたのに、そうはしなかった。

酒好きの一九は、金が入ると気前よく仲間におごる。あげくのはて、吉原へくり出して、派手に遊ぶ。というわけで、つねに借家住まいだった。ここで、作中の狂歌を一つ。
｢借金は富士の山ほどあるゆえに、そこで夜逃げを駿河（するが）ものかな｣

ときには、家財道具を売り払い、酒代にすることもあった。それでも貧乏など気にもせず、ゆうゆうと仕事をし、酒を呑んだ。むしろ、いまを楽しむための仕事に励む、というところがあった。想うに、一九に呑まれた酒は、作品の肥やしになって、草葉の陰で、喜んでいるに違いない。

自分がよく酒を呑んでいたころ、酒はお金だけがかかって益なしという自責の思いが、心の片隅にうずいていた。そんなとき、キングズレイ・エイミスの｢酒について｣に出くわした。ネガティブに呑んでいた酒をポジティブに呑むように、呑み方のスタンスが変ったのである。

一番印象に残った箇所。

もし、この世に、酒が無ければ、欧州では、人々が、殺し合いの末、絶滅しているであろう。人々は、一日の末、その日に起こった嫌なことを、一杯の酒で癒す。もし、日々、一人ひとりの鬱憤の晴らしどころがなければ、鬱憤が一大マグマとなって、人間を滅ぼしてしまうであろう。

乱暴な想像をすれば、爆弾テロ志願者は、酒に酔った、あの幸せな酩酊感を、一度も味わったことがないのではないでしょうか。せめて、テロに走るまえ、一杯の美酒を呑ませてあげたい。

歌会始の選者と東京大空襲とバグダッド燃ゆ

先週末3月10日（土）、｢戦災資料センター｣開設5周年とセンターの増築工事完了を記念した「東京大空襲を語り継ぐつどい」が、参列者600余名を迎え、東京江東区亀戸駅前のカメリアホールで開催された。

戦災資料センターの館長で作家の早乙女勝元さんは、挨拶の中で、同センターの来館者が4万3000人を超え、修学旅行などで訪れる人も増えたこと、最近、東京大空襲と関東大震災を混同している若者が目立ち、かたや人災かたや天災なのに、若者にとって平和は空気のようなものになっているとの所感を述べた。

講演者の作家・井上ひさしさんは、「戦災資料センター｣は、本来は国立か都立で運営しなければならない性質のものだが、国や都はそういうことをしない」などと語り、世界の非核兵器地帯や無防備都市の現状を報告した。

ちなみに、今年度の第29回現代短歌大賞受賞作品である岡野弘彦氏の歌集『バクダッド燃ゆ』は、この東京大空襲は深く関わり合っている。なお、現代短歌大賞は、前年の１年間に刊行された歌集・歌書等を対象として、その最も優れた著作を本協会が顕彰するもの、。第29回は岡野弘彦歌集『バクダッド燃ゆ』(砂子屋書房刊)並びに過去の全業績が対象となった。

岡野さんは、そのとき20歳、大阪の部隊から、軍用列車で東京へ向かい、夜、品川から山手線に入って大塚と巣鴨の間あたりでＢ29の猛爆撃に遭い、焼夷弾が空全体を覆い尽くすように連なって落ちてくる地上は、一面火の海。ドラム缶が火を噴いて飛んでくる。老若男女、ただ逃げまどうだけ、阿鼻叫喚の闇の中、岡野さんは、爛漫の桜が見ていた。

ほろびゆく炎中（ほなか）の桜　見てしより　われの心の修羅　しづまらず
焼けこげて　桜の下にならび臥す　骸（むくろ）のにほふまでを見とげつ

岡野さんの脳裏に刻まれた東京の大空襲は、はるか遠くアラビアンナイトの国の戦火とだぶるのである。イラク戦争がぼっ発したのは、2003年3月、日本の桜の季節、岡野さんは、30年住み慣れた伊豆を離れ、東京に移り住んだばかりで、奥さんが、脳梗塞に倒れ、病院で看病が続く。自宅に戻ると、夜通しバグダットから戦況が伝えられる。苦衷は深まるばかり。

今生に　幾たびのこる桜ならむ。思ひしづめて　家ごもりをり

100歳の舞踏家大野一雄さんの映画初上映

いよいよ、明日3月10日（土）から3月31日（土）まで、ポレポレ東中野で、100歳の舞踏家大野一雄さんのドキュメンタリー映画｢大野一雄・ひとりごとのように｣が初上映されます。大野さんを心で感じることが出来るまたとないチャンスです。

はじめて大野さんの舞踏を見たとき、精神が肉体を着て踊っていると感じました。ふだん、人間の精神は目には見えませんが、大野さんの肉体を通してなら見ることができます。

2001年、大野さんが95歳の誕生日を迎えるの祝って、東京・新宿で｢花｣が公演されました。その公演に向けて、ひたむきに生きる大野さんを追い続けたドキュメンタリーが、この｢大野一雄・ひとりごとのように｣になりました。

監督は、大津幸四郎さん。土本典昭亜監督の水俣シリーズなど硬派のドキュメンタリーで知られ、今回が初監督作品となります。大津さんは72歳。高齢になっても、目標を持って生きることの素晴らしさに教えられたという。72歳が100歳に感動して映画をつくりました。なんと、美しい出逢いでしょう。

｢田舎教師｣の舞台“行田”への憧れは、いまだ消えず

1909年（明治42年）に発表された田山花袋の｢田舎教師｣は、中学を卒業した主人公が向学心に燃えながらも、経済的理由から小学校の代用教員として田舎に暮らすことになる。そして、志かなわず失意のうちに体を壊し、結核で死んでいく寂しい物語である。

田山花袋は、実在の青年の日記を読んで作品の構想を得たという。舞台は埼玉県の行田で、関東の美しい自然の中で運命に抗う青年の姿が痛ましく描かれている。明治期には、この主人公のような若者は大勢いただろうと思われる。いや、現在でも。

私が、始めて｢田舎教師｣を読んだのは、中学時代、津軽平野に住んでいたときである。毎日、岩木山と八甲田山を眺めて暮らしていて、自然の景観には何の不足も感じていないはずなのに、無性に行田に行って見たくなった思い出がある。

それだけ、田山花袋の行田周辺の描写は印象的なのである。

後年、東京に住み、行田はすぐに行けるようになって、たまたま、行田出身の人と知り合い、長年の願望を実現すべく、その旨を伝えたところ、彼は、驚いた顔をして、行田へ行っても、何もありませんよ、ただの平地が拡がっているだけですよと言って、私の夢を砕いてしまった。

四里の道は長かった。その間に青縞の市のたつ羽生の町があった。田圃にはげんげが咲き、豪家の垣からは八重桜が散りこぼれた。赤い気だし蹴出しを出した田舎の姐ささんがおりおり通った。

羽生からは車に乗った。母親が徹夜して縫ってくれた木綿の三紋の羽織に新調のメリンスの兵児帯、車夫は色のあせた毛布を袴の上にかけて、梶棒を上げた。なんとなく胸がおどった。

清三の前には、新しい生活がひろげられていた。どんな生活でも新しい生活には意味があり希望があるように思われる。五年間の中学校生活、行田から熊谷まで三里の路を朝早く小倉服着て通ったことももう過去になった。

卒業式、卒業の祝宴、初めて席に侍る芸妓なるものの嬌態にも接すれば、平生むずかしい顔をしている教員が銅鑼声を張り上げて調子はずれの唄をうたったのをも聞いた。一月二月とたつうちに、学校の窓からのぞいた人生と実際の人生とはどことなく違っているような気がだんだんしてきた。

第一に、父母からしてすでにそうである。それにまわりの人々の自分に対する言葉のうちにもそれが見える。つねに往来している友人の群れの空気もそれぞれに変わった。
